Finally, historical registration disputes reveal a legal gap where fraudulent or erroneous pre-revolutionary registrations cannot be practically rectified due to the Civil Code's statute of limitations, leaving victims without property recovery options. Immediate operational focus is required to verify disputed local property registrations, while medium-term policy coordination with the Ministry of Justice and Ministry of Economy is necessary to address structural land-use and legal barriers.
