The Central Bank of Armenia is facing intense public pressure regarding the practices of commercial banks and Universal Credit Organizations (UCOs) during the crisis. Citizens are highly distressed by predatory interest rates and aggressive debt collection from UCOs, ineffective implementation of 'credit holidays' where banks demand lump-sum repayments of deferred installments, and systemic financial exclusion caused by rigid credit blacklisting ('sev cucak') rules. Immediate regulatory intervention is required to address banks withholding salary cards for debt collection and to halt active foreclosure auctions on primary residences during the emergency window.
