«դժվար տարիներին Հայաստանը չլքած, ամեն նեղ ու լեն օրերին, կիսակուշտ ու անարդարության մեջ մնացած, հանցագործ կլանի հետ պայքարի մտած, բայց հողը չլքած քաղաքացուն արտոնոևթյուն տանք, ոչ թէ ամնե մի նեղությունից փախած, որտեղ հաց էնտեղ կացածներին, որոնք նեղ օրերին Հայաստանը ապրելու տեղ չհամարող քաղաքացիներին , երբ գան Հայաստանից ստանան արտոնություն, բնակարանի վարձ, բիզնեսում արտոնություն.»
